Rules And Guidelines
COMPETITION STRUCTURES, CONDITIONS & RULES
| 1.1 |
Preferred dates for the State Championships
are:
Opens: First Thursday - Sunday, after May Day long weekend.
15&U: Second Thursday -Sunday in May, after May Day long
weekend. |
| 1.2 |
Children ages 19&Under (opens)
and 15&U(U16's) during the calendar year are eligible to participate.
Child must attend a secondary school in Queensland affiliated with
Queensland School Sport |
| 1.3 |
Nominations will be received from
Regions, supplying one (1) team per competition division. |
| 1.4 |
Teams will have a maximum of 12 players |
| 1.5 |
In the event that an uneven number
of regional teams nominate for respective competitions, the Management
Committee (Executive) may fill the bye with an invitational team.
Consequently, seedings will be revised, time permitting. |
| 1.6 |
Nominations of the number of teams
competing from each Region is to be received by the QSSV Secretary
no later than 1st Friday in March. |
| 1.7 |
Late nominations (1.6) may be considered
by the Management committee, who reserve right of final decision. |
| 1.8 |
A team nomination fee (tournament
levy) will be reviewed annually, payable direct to QSSV Treasurer,
no later than three (3) weeks prior to tournament. Tournament levies
will be used to pay accommodation and expenses of referees/convenors,
equipment costs, medallions and other operational costs. |
| 1.9 |
The draw for each tournament will
be provided by QSSV |
| 1.10 |
Refereeing throughout tournament
will be under the direction of a Chief Referee using on-the-spot protest
resolution procedures. |
| 1.11 |
Where possible (pending host
region playing facilities and conditions) all games for the tournament
will be played best of five (5) sets. |
| 1.12 |
Official scoresheets will be provided
and managed by the convenor distributed to regional officials and
finally given to QSSV at completion of tournament. |
| 1.13 |
Points will be awarded on the basis
of:
Win: 2 points, Loss 1 point, Forfeit 0 points
In cases of a tie existing after pool matches, countback procedures
based on sets ratio then points ratio will be used to determine final
pool placings. |
| 1.14 |
A maximum of 12 medals (10players,
2officials) will be presented to the top three (3) teams of each division.
As will a perpetual trophy to each of the winning teams. |
| 1.15 |
All tournaments will be precede by
an opening ceremony and concluded by a closing ceremony. |
| 1.16 |
Regions will host the state championships
as stated by QSS Annual Roster. Changes to this roster must be negotiated
with QSSV. |
| 1.17 |
The draw will be constructed by QSSV.
If the draw utilises a pool system, pool will be drafted according
to results from the previous year in that division. Pools will be:
Pool A: Teams 1, 4, 5, 8, 9; Pool B: Teams 2, 3, 6, 7, 10 |

Billet Rules
| i. |
Billeting of students attending
the championships is compulsory. Exemption may be granted by
QSSV in special circumstances for particular championships.
Students whose parents are in attendance at the championships
will not be billeted. |
| ii. |
When any difficulty arises
in a billet situation, consultation must be carried out with
team officials and host region officials, before alterations
to arrangements can be carried out. |
| iii. |
Any dissatisfaction with the
billet situation by either billeter/billetee must be brought
to the attention of the host region's officials before conclusion
of the championships. |
| iv. |
Standard QSSV Billet Forms
are to be used by all regions. |
| v. |
Closing date for request of
billet is the last Friday of March. |
| vi. |
Details of billets are to be
forwarded to visiting regions by the first Friday of Term 2. |
| vii. |
Billets will not be provided
for parents accompanying a child participating the championships. |

| 2.1 |
Rules of Competition
All Open and Year 10 (no older than 16 in the year of competition)
Metropolitan games, as of Round of 16 matches, shall be played as
best of five (5) set matches. All Year 9 (no older than 15 in the
year of competition) and Year 8 (no older than 14 in the year of competition)
metropolitan games, as of Round of 16 matches, shall be played as
best of three (3) set matches. |
| 2.2 |
Referees
QSSV will only supply referees for the Semi-final and Grand Final
matches. |
| 2.3 |
Divisions
Finals shall be conducted in eight (8) divisions only:
Boys/Girls Open (Max. 19 years)
Boys/Girls Year 10 -- no older than 16 in
the year of competition
Boys/Girls Year 9 -- no older than 15 in
the year of competition
Boys/Girls Year 8 -- no older than 14 in
the year of competition
At discretion of QSSV, other divisions may be added/deleted annually. |
| 2.4 |
Representation
For a player to represent a school in a Finals series, they must have
played at least four (4) matches, in the respective age division,
for their school during that season. |
| 2.5 |
Venues
a. The Finals series will be conducted at
a suitable indoor venue.
b. Venues for the series will be established
by the QSSV Executive who will notify all Zone Secretaries at least
two (2) weeks prior to the start of the Finals series. |
| 2.6 |
Net Heights
Division net heights are:
Year 8:
Boys: 2.15 Girls: 2:05
Year 9:
Boys: 2.24 Girls: 2.10
Year 10:
Boys: 2.35 Girls: 2.10
Open Age:
Boys: 2.43 Girls: 2.24 |

Trophies
Trophies/medallions will be presented to the Metropolitan Champions
and Runners-up. |

QUEENSLAND TEAM SELECTION PROCEDURES (as at the QSSV State Championships) |
| 1.1 |
The major criterion for selection
will be the performance of the player at the State Championships.
Areas of performance considered should include:
| 1. |
The skill level exhibited by
the player. |
| 2. |
The performance of the player
as a member of the team. |
| 3. |
The player's ability to understand
and utilise the tactics needed to play at an interstate level. |
| 4. |
The attitude and behaviour
of the player on and off the court. |

| 1.2 |
A player who is ill or injured at
the time of the State Championships may be considered for selection
provided that a Medical Certificate is supplied. (QSS By-Law) |
| 1.3 |
A player who is representing the
Australian or Queensland Volleyball Associations at a higher level
of competition at the time of the State Championships may be considered
for selection. (QSS By-Law) |
| 2.1 |
A minimum of 10 players and a maximum
of 12 players will be selected. |
| 2.2 |
Shadow players will be named and
invited to train with the state team. These players will be under
no obligation to attend training but may wish to in order to improve
their own skill level provided that training days are not school days. |
| 3.1 |
The number of selectors
for each team should be three (3), one of whom shall be the Queensland
Coach. This number may be altered at the discretion of the pre-carnival
meeting. |
| 3.2 |
The Queensland Coach
will be the Chairman of the selected panel. |
| 3.3 |
Applications for the
position of selector must be submitted on the official form and must
be received by the Secretary by the advertised date. Late applications
will be accepted provided vacancies exist. |
| 3.4 |
Election of selectors
will be confirmed at the opening conference of each tournament. |
| 4.1 |
The selectors must meet on a regular
basis on each day of the tournament. |
| 4.2 |
Players must submit the designated
form (Letter of Intent -- available on the website) to be considered
for State Selection to their Regional coach to be handed to the selectors
at the opening conference. |
| 4.3 |
| a. |
Names of players available
for selection into Queensland team provided to State Coach from
Regional Coach/Manager on previously circulated QSSV proforma.
Intent validated by parent's signature. |
| b. |
$200.00 deposit (First Payment)
must be forwarded to QSSV along with the Acceptance Form within
2 weeks of selection in the Queensland Team. |

| 4.4 |
Regional Coaches should make themselves
aware of the standards necessary for selection of a player in a Queensland
team. |
| 4.5 |
The selectors should maintain a report
on each game viewed for selection purposes. |
| 4.6 |
At least one member of the selection
panel must be present at each game. |
| 4.7 |
Team officials must ensure that the
players always wear the number as shown in the official program. |
| ANNOUNCEMENT
OF THE QUEENSLAND TEAM |
| 5.1 |
The selectors must meet with the
Executive of QSSV for team ratification prior to announcement. |
| 5.2 |
The State Coaches will announce the
Queensland teams and shadow players at the closing ceremony. |
| 5.3 |
State Team Management will be responsible
for administration and organisation of State Teams in accordance with
guidelines as stated in the Officials' Handbook. |
| State
Championships |
| 1.1 |
Officials to accompany teams will
be a maximum of 1 coach and 1 manager per team. |
| 1.2 |
Each region is encouraged to provide
either:
| a. |
1 non-playing, qualified referee,
or |
| b. |
2 playing, qualified referees |
|
| Queensland
Teams |
| 2.1 |
| a. |
Where possible, only teacher
registered with the Board of Teacher Registration (Qld) are
eligible to make application for the position of State Coach/Manager/Selector.
At least one (1) registered teacher must fill team management
positions. |
| b. |
Applicants should have a current
First Aid certificate (QSS By-Law) |
| c. |
Applicants for coaching position
are encouraged to possess a current Level 2. |

| 2.2 |
Application forms for the positions
of State Coach and Manager are available on the QSSS website and once
completed are to be to the Secretary of QSSV by the advertised
closing date. |
| 2.3 |
Completed applications for positions
of State Coach and Manager are to be received only in writing by the
Secretary, QSSV, no later than the advertised closing date. |
| 2.4 |
Late application will be considered
if vacancies exist or if no suitable application is received. |

| 2.6 |
If no application is received for
any position the Management Committee will make a decision on action
to be taken to fill such vacancies. |
| |

| 2.8 |
Voting, if required, for positions
of State Coach or Manager will be organised by QSSS under the rules
and guidelines that are applicable. |
| RESPONSIBILITIES
FOR THE CONDUCT OF STATE CHAMPIONSHIPS |
| QSSS
WILL: |
| 1.1 |
Seek departmental approval through
QSSC for the conduct of the state championships. No more than two
school days shall be used for these championships. |
| 1.2 |
Provide some funding from general
sponsorship. |
| 1.3 |
In consultation with the regions
develop a three year roster. |
| 1.4 |
Determine, not later than the first
Friday of March each year, which regions intend to compete in the
championships that year and advise QSSV and the host region without
delay. |
| QSS
VOLLEYBALL WILL: |
| 2.1 |
Liaise with host region's Tournament
Convenor in November/December of the preceding year re the financial
requirements/assistance available for State Championships. |
| 2.2 |
Impose equal charge (tournament levy)
on each competing regional team to cover tournament costs. The amount
of this charge/levy shall be advised to competing regions approximately
12 weeks prior to the championships. |
| 2.3 |
Distribute annually to regions the
latest playing rules and rule changes which will be used. |
| 2.4 |
Produce a quality printed program
acknowledging the contribution of sponsors. |
| 2.5 |
Will be responsible for co-ordinating
all meetings held during the State Championships. |
| THE
HOST REGION WILL: |
| 3.1 |
Prepare a budget in consultation
with the QSSV at least three(3) months prior to the championships.
However, the financial operation of the championships may be undertaken
by the QSSV with the agreement of the host region. |
| 3.2 |
Furnish a financial statement of
the championships to the QSSV as soon as possible after the championships. |
| 3.3 |
Not later than two (2) months prior
to the championships, advise competing regions of the competition
venues, playing schedule, accommodation available for officials, cost
of same and any other costs. |
| 3.4 |
Immediately notify QSSV for resolution
of any dispute which cannot be settled. |
| 3.5 |
Have responsibility for organising
the state championships unless otherwise agreed with QSSV. |
| 3.6 |
Disseminate all information to all
relevant persons. |
| 3.7 |
Organise an appropriate dinner to
which sponsors and local Departmental officials shall be invited. |
| 3.8 |
Service sponsors according to QSS
policy. |
| 3.9 |
Ensure that the code of behaviour
is adhered to at all times. |
| 3.10 |
Attempt to secure media coverage. |
| 3.11 |
Within two (2) months provide QSSV
with a written report on the state championships. |
| 3.12 |
Ensure that medical attention is
available. |
| 3.13 |
Follow all guidelines provided by
QSSV Tournament Manual. |
